BRUSSELS — NATO's top commander said Friday he will recommend the end of the alliance's seven-month mission in Libya. Adm. Jim Stavridis made the announcement on his Facebook page ahead of a meeting of the North Atlantic Council, the alliance's governing body. The council, which comprises envoys from all 28 member countries, is deciding on when and how to end its bombing campaign in Libya a day after Moammar Gadhafi's death.
